we are anticipating some snow that might fall over the next 24 hours or so. storm team 4 meteorologist tom kierein will have the latest track for us in just a couple of minutes here. this morning president obama is once again a president-elect. he wins a decisive victory against former massachusetts governor mitt romney, beating him with 303 electoral votes compared to romney's 206. most notable is the fact that obama carried just about all of the so-called swing states that many considered were up in the air, including ohio, colorado, nevada, wisconsin, and, of course, virginia, which he won narrowly. >> florida is actually considered too close to call. although more than 97% of the precincts are reporting, and president obama does have a lead in that state. the only state that obama lost this year but won in 2008 were indiana and north carolina. still, the swing state sweep gave obama a huge advantage, with experts calling the race in obama's favor once the votes for ohio came in around 11:30 last

night. supporters joined both candidates as the votes came in last night with mitt romney's supporters in massachusetts and obama's supporters in chicago. >> that's where tracie potts is back with a look back on what ended up not being such a long night. >> reporter: we weren't even sure we'd have an answer for you this morning. they were major states outstanding early this morning when it was declared that president obama had the 270 electoral votes needed to win this very close race. a burst of emotion at the obama victory party in chicago the moment the race was called. and early this morning celebrations around the country from new york to los angeles and the white house where president obama will spend four more years. >> whether i earned your vote or not, i have listened to you. i have learned from you. and you've made me a better

president. we are not as divided as our politics suggest. we're not as cynical as the pundits believe. we are greater than the sum of our individual ambition, and we remain more than a collection of red states and blue states. we are and forever will be the united states of america. >> reporter: his speech came after a call from mitt romney, who told supporters in boston he gave it his all and insisted washington must come together. >> the nation, as you know, is at a critical point. at a time like this, we can't risk partisan bickering and political posturing. our leaders have to reach across the aisle to do the people's work. >> the romney family has chosen to give back to america through public service, and that is the legacy that we honor and applaud tonight. >> reporter: the president won with slim majorities in key states -- ohio, pennsylvania, wisconsin, iowa, colorado, new

hampshire. virginia and nevada weren't called until early this morning after he was declared the projected winner. still outstanding, florida, where at 2:00 a.m. people were still in line voting. and, of course, all of their votes will still have to be counted, not to mention provisional ballots in ohio that we thought might be the deciding factor in this race. we're live this morning in chicago at obama's victory headquarters, i'm tracie potts. back to you. >> tracie, a question for you. we know the president -- the race was called for the president about 11:10 last night, but it was almost 2:00 in the morning before the president spoke. any idea why there was such a delay? >> reporter: well, there's sort of a protocol, aaron, for this type of thing. you wait until the other side concedes. they call. they make their concession speech. the winner comes out at the end. that whole process took a while because romney's campaign was not conceding ohio. when that state was first

called, the campaign said that they disputed those results, and it was a while before he actually conceded. >> tracie potts in chicago for us. thank you, tracie. election results silenced the crowd gathered to support mitt romney in boston last night. we'll hear from the governor and his concession speech coming up in a few minutes. >> time to check the forecast. meteorologist tom kierein telling us we might get some snow. we're not going to get too excited, but there is some stuff going to fall out of the sky, right, tom? going to be an early season type of snowfall. we had one back in 1987 on veterans day. we got a foot of snow that day. nothing like that one. there it is, now spinning way east of atlantic city and ocean city. it's got a lot of moisture with it and swinging inland, getting moderate rain right along the coast and the eastern shore from lewis down toward just south of

there. from braddock heading to the interchange, travel lanes are open there as well. a look at the rails. no reported delays along the metro, marc, or vre. all are running on or close to schedule. aaron, back over to you. >> thank you, danella. six after the hour. both of virginia's u.s. senators will continue to be democrats. tim kaine defeated george allen in the race to succeed jim webb. kaine won by six points in that race. it had been one of the most closely watched campaigns in that country. megan mcgrath is live at the tim kaine campaign headquarters right now. >> reporter: you can see that campaign signs are up along the road. the election is over. governor tim kaine defeated republican george allen. kaine thanked his supporters at a victory party in richmond last night. this race received national attention. democrat jim webb announced his retirement, and the republican party saw it as a real opportunity to gain a seat in the senate, a seat previously held by george allen before he was defeated by webb. millions of dollars were spent

south, a little more moderate rain. it's chilly. we're only in the 30s to around 40 degrees. chilly light rain off and on until around noontime. changes the rain to wet snow accumulating on grassy areas during the afternoon into this evening. i'll show you how much i think we may get. early morning commute still looks pretty good. bw parkway i-95 from the baltimore beltway to capital beltway. over to 50 from annapolis. traveling towards the beltway in both directions. no issues there. even from the beltway as you head towards new york avenue. travel lanes are open. inbound and outbound nice and clear. inbound, just picking up a little bit of momentum. no major delays and no accidents to report. still checking the rails. so far, no reported delays along the metro, marc, or vre. aaron and eun? >> thank you, danella.

supporters cheered on president obama and chanted four more years just before the president delivered his victory speech. and word of the president's win did not sit well with romney supporters. this was the scene at romney's election headquarters in boston. when they projected the crowd will win, the crowd looked stunned. nbc's danielle leigh is live at romney headquarters in boston with more on this. danielle, good morning. >> reporter: good morning, eun. this ballroom cleared out almost immediately after romney

conceded the race. once filled with thousands of excited supporters. they walked out in this quiet. the life really sucked out of the crowd. he thanked everybody for their support and also congratulated barack obama on the re-election. he also talked a little bit about why he ran for the presidency. he also made a call to u.s. leaders, those who were elected, those who were reelected, to come together on the issues plaguing this country, particularly the budget in congress and the tax increases set to take effect next year. it was something clearly on the mind of supporters walking out. they said they hope for change and hoped for progress. many saying they were not surprised by these results but still very hopeful and the

future it might bring. >> news 4's melissa mollet at the live desk with new exit poll information. melissa. >> good morning. the president rolled to a second term over mitt romney, winning more than 300 electoral votes. let's take a look at exactly how he won this re-election. exit polls show that romney was out of touch with the middle class and would favor the reach. the economy was still king at the polls. voters stuck to their party lines, more this year than four years ago. obama won more democrats than he did in 2008, and romney won more republicans than mccain did that year. obama had a demographic edge over romney, maintaining his leads among women, winning 58% of women. he also won over latinos, asian-americans. 53% of white voters chose obama in 2008. 40% picked him yesterday. one area he lost, the male vote by 7%.

the president just narrowly won men back in 2008. at the live desk, melissa mollet, news 4. take a look at the scene at national harbor after maryland's expansion gaming amendment passed. it will add table games to the state's existing casinos. supporters say the money will help local schools and keep money within the state. news 4's tony tull live at national harbor with more on this amendment. tony? >> reporter: aaron, good morning. we spent the day yesterday with prince george's county polling locations. we got quite the mix of folks who voted for or voted not in opposition. it was going to be official to see how it played out. this morning the official question seven has passed, as you mentioned, legalizing table games in maryland, as well as allowing the sixth casino to be built at national harbor. this was a very expensive ballot measure. $90 million spent by both sides. it will not be open until 2016.

you won't see them breaking ground any time soon. those table games we can see as soon as next year. as for the numbers, 52%-48% statewide. right here in prince george's county, 59%-41%. prince george's county rashern baker was on hand with former executive wayne curry. also here was milt peterson, the big developer in support of this, and he had a few words to say as well. >> you need the tax revenue. we need the economic base. we need the jobs. we need prosperity. and you then came through. ground troops came through and made it happen tonight. thank you. >> reporter: guys, still a very quiet scene down here at national harbor. as the morning goes on, we're going to touch base with some residents and see how they feel now that the ballot has actually

passed. that's the news from national harbor. tony tull, news 4. voters had lots of other issues to decide on, including whether to allow undocumented immigrants to pay in-state tuition. maryland voters passed the d.r.e.a.m. act by a wide margin. they're the first state to approve this measure by popular vote. students must attend a maryland high school for three years and be able to provide their taxes or parents' state income taxes. and same-sex marriage is now officially legal in maryland. voters upheld an amendment that was passed earlier this year. the amendment will take effect january 1st of next year. some precipitation coming our way. here's tom. >> good morning. here's capitol hill. don't have any rain in washington, but just south and southeast of us we have rain falling. that's a live view from hd-4 city camera. coastal area of low pressure east of ocean city. farther inland getting sprinkles of light rain in our eastern suburbs, prince george's, anne arund arundel, calvert, charles, st.

mary's. farther west, maybe a few sprinkles of light rain. this is all advancing to the north and a bit to the north and west. moving into the metro area as the morning progresses, we're above freezing, but it is chilly. it's only in the upper 30s to around 40 most of the region. reagan national now is at 41. for the rest of the day today, you'll need an umbrella from time to time with maybe a few sprinkles of light rain, 6:00, 7:00, 8:00. we'll be in the low 40s by then. then some colder air moves in. as the winds pick up this afternoon coming in from the north, changing the rain over to periods of wet snow. that will be off and on for the afternoon into this evening. from time to time, all the way until around perhaps after midnight tonight. these are some of the amounts i'm expecting. areas in darker blue, one to three on the grassy areas mainly. road temperatures are so warm, most of the snow is going to be melting on roads. so wet roads and maybe a bit of

improprieties of nonprofits he was associated with, and grosso also seized on brown's tax paying record as well. voters also approved ethics related changes to the city charter. the council members can now vote to jettison a fellow member who's found derelict in duty or in personal conduct, and an elected official with a felony on his or her head can now be barred from running for office again and then kicked out of that office. those will become amendments to the d.c. charter. other county races include phil mendelson, who will return to continue for two years as chair of the council, a seat he assumed after kwame brown, a former chair, had bank fraud charges. also, vincent orange will be returning to an at large seat on the council. council members barry, evans, bowser, and alexander all returns as well as nonvoting

house representative eleanor holmes-norton. casey will head back for four years. casey beat republican millionaire tom smith. in his concession speech, smith says republicans and democrats need to work together in washington. and ohio senator sheron brown is coming back. 5:26 is our time right now. next, the efforts to stop spontaneous eruptions in the district. energy and tone reminiscent of what we heard in 2008. he talked about unity and vision and hope. >> we're not as cynical as the pundits believe. we are greater than the sum of our individual ambitions, and we remain more than a collection of red states and blue states. we are and forever will be the united states of america. >> reporter: now, the race was called in favor of president obama even though at the time there was still at least three major swing states that had not been declared -- nevada, virginia, of course, and florida. in florida the lines were so long people were guaranteed to vote if they were in line, but the lines were so long at 2:00 a.m. there were still people waiting to vote. eun? >> tracie potts live in chicago this morning for us. tracie, thank you.

as soon as soon as the results came in last night, a number of spontaneous celebrations in the district. hundreds of people gathered outside the white house to celebrate president obama's re-election. many chanted and some even climbed on trees while waving the american flag. people also celebrated the president's re-election on the streets of the "u" street corridor in d.c. hundreds chanted four more years while blocking that area. police had to shut down the street. it has since reopened. there were nine swing states that were key for both candidates to win the white house, and just as expected, those states proved pivotal in the president's re-election. there were good indications early for president obama as new hampshire and pennsylvania both fell his way. then he landed the key midwestern and mountain states of wisconsin, colorado, and iowa. that left nevada as the three critical states we've been watching for months. we've been talking ohio, virginia, and florida. as it turns out, the president

only needed one of those states. as soon as nbc news projected ohio for obama around 11:15, the president had enough electoral votes to keep him in the white house. as icing on the cake, though, the president did also pick up virginia, and he also picked up nevada early this morning. 5:35 now. republicans will be in control of the house for two more years. so far republicans have 229 seats. democrats have 185 seats. the party needs 218 seats to control the house of representatives. maryland democrats picked up a seat in the house in the 6th district, john delaney beat longtime incumbent roscoe bartlett. that district's lines were recently withdrawn to include a large swath of democratic leaning montgomery county. and democrats elected chris van holland for a sixth term. he beat republican challenger 67%-30%. in virginia, democrats won key house seats. in district 1, rod whitman beat adam cook. in district 7, wayne powell lost

to eric cantor 41-59%. in the 8th congressional district, jim moran beat wayne murray. wolf beat cabral in district 10. and don't forget, you can see all the results skroelling crole bottom of your screen throughout the morning. president obama is facing high expectations from voters when it comes to the economy. voters at the polling place, 6 out of 10 say the economy is the top issue. supporters say the economy is slowly but surely improving. only 25% say they're better off than they were four years ago. half wanted to repeal president obama's health care law. and 6 of 10 agreed that taxes should be increased. >> news 4's melissa mollet at the live desk with more on the reaction from the president's re-election. we have heard from france and china, britain's prime

whether you were on obama's side or a romney side, you made your voices heard, and you made a difference. whether you voted for the very first time or waited in line for a very long time. by the way, we have to fix that. >> after a hard fought campaign, he is still mr. president. in a speech that started around 1:35 in the morning, the president thanked his family,

friends, and voters, many of whom spent hours in line to reelect him. and news of the president's win sparked celebrations all over our region. this was the scene after finding out the president won. the area around the school is extremely liberal. the president carried that area by a large margin. people waited more than four hours in some places in virginia to cast their vote. the polls were supposed to close at 7:00, but some didn't cast their vote until 10:00 p.m. nbc news waited until 2:00 this morning to call virginia. >> the president has repeated himself in virginia. he won the commonwealth just as he did four years ago. the results were close with the president beating mitt romney 50%-48%. you see there 100% of the

precincts reporting. a little more than 60,000 votes separated the two candidates. virginia was one of the last states to be called early this morning, and you can see why. look at all the red areas of the state, and that would lead you to believe the commonwealth returned to red state status. but the president earned virginia thanks in large part to the large population centers. he received 70% of the vote in norfolk and also in hanson. and the president won the critical county of henrico near richmond. and in fairfax county, he received 59% of the vote. 71% for alexandria. 52% for loudoun county, and 57% for prince william county. >> president obama is also victorious in the district and maryland. he won in a landslide in both places. in d.c., the president won by 84% there. and in maryland he won by a convincing margin of 24%.

these results were not surprising at all. registered democrats outnumber registered republicans 2-1 in maryland. d.c. residents will see a new face on the city council after a major upset. newcomer and independent david grosso beat at large council member michael brown. brown was surrounded by controversy after $100,000 went missing from his campaign. grosso is a former staff member of former council member sharon ambrose and touted his public policy experience during the campaign. phil mendelson is now officially chairman of the d.c. council. he won the special election for the seat with 72% of the vote. mendelson has filled in as chair for the past five months following the resignation of former chairman kwame brown due to a corruption scandal. mendelson will serve adds chairman for the next two years, filling out brown's term. and d.c. residents also approved three charter amendments making it easier to remove council members or the mayor from office. if the member or the mayor is

convicted of a felony while serving, they will be removed and won't be able to hold office again. colorado and washington are the first states to legalize the possession and sale of marijuana for recreational use. in colorado, it means residents 21 or older can have up to an ounce of marijuana. the state plans to tax and regulate sales. washington will also regulate and tax the drug. oregon has the same question on the ballot, but residents there voted it down. maryland is not the only state to legalize same-sex marriage this year. it joins at least one other state that legalized gay marriage. voters in maine approved an amendment on that issue. washington state also had an amendment on that ballot. right now still counting votes with half of the precincts voting there. and in minnesota, voters agreed to strike down a proposed ban on same-sex marriage. in a landslide, voters also approved changing maryland's congressional district. the measure adds a seventh democratic seat and gave at least 1.5 million people a different representative.

critics of the measure say it was a power play by democrats to squeeze out republicans. it is coming up on 5:50 right now. we want to turn again to storm team 4 meteorologist tom kierein as we anticipate some rain and snow and wind. >> all kinds of weather-like stuff. >> all this coming from that coastal storm we've been talking about the last few days. it's a reality now. we're seeing it on storm team 4 radar. the center of circulation is way off the coast, but it has got a lot of moisture with it. it's been deepening rapidly over the last several hours and producing moderate downpours from right now near atlantic city to just east of ocean city. there's a buoy about 15 miles east of ocean city. a gust of around 40 miles an hour. gusts along the coast are 20 to 25 miles an hour. we don't have a lot of wind locally, but close-up view of radar showing some of the rain and a few wet snowflakes. howard county, parts of southern montgomery, and into western fairfax. these areas of pink and gray. elsewhere, the green areas with

light rain down 95 from prince william to fredericksburg, much of southern maryland and across the bay. on the eastern shore, all rain. temperatures above freezing. road temperatures around 40 degrees, and the air temperatures in the upper 30s to around 40 degdrees. we're going to stay above freezing throughout the day. all of this coming from the coastal storm. as we go forward here, some snow in this area of lavender, eastern shore and new york city during the morning and afternoon hours. we'll have the changeover occur on the eastern shore. perhaps around 11:00, noon or so. and may swing enough moisture far west for us to get accumulating snow here too. then we'll pull out as the storm moves away tomorrow and a beautiful pattern into the weekend. for our region, hour by hour today, umbrella needed with a few sprinkles, light rain and snow. from the afternoon during the evening hours, we'll be above freezing. we're going to have it melting on roadways but accumulating on

grassy areas as much as maybe one to three inches just north and east of washington. make a dust to go a half inch in northern suburbs of maryland and prince george's county. storm gone by tomorrow. in addition, winds may gust 20 to 25 miles an hour this afternoon. maybe gust to 30 on the back side of the storm as it pulls away on thursday with the sunshine coming back. tomorrow we've got to warm to near 50. then friday, saturday, and into the veterans day weekend looking terrific. sunshine each day and a warming trend as well. highs may reach mid-60s on sunday. could get rain tuesday. i'll return and be back with frequent updates all morning long on this coastal storm. so stay tuned. first 4 traffic with danella. good morning. >> good morning, tom. checking out things around the beltway. if that's your commute this morning, your travel lanes are open. volume still pretty light at this time. on i-95 in virginia northbound,

that became his most retweeted tweet ever. he also wrote, "this happened because of you. thank you." and "we're all in this together. that's how we campaigned and that's who we are. thank you." >> results of the presidential election are bound to have an impact on the stock market today. history may also play a part. cnbc's shartia brantley is live with more. shartia, good morning to you. >> reporter: good morning, eun. stock futures are trending higher after being in the red as many of the election returns came in last night. they had been down when president obama took ohio to secure a second term but recovered in the hours since. asian markets were flat to slightly higher overnight. and europe is in positive territory. stocks rallied tuesday albeit on low volume with the uncertainty the elections would be over soon. we get data today on consumer credit. the dow rising to 13,245, and the nasdaq up 12 to 3011.

in 2008, the dow fell more than 5% after the wednesday of election day, but the u.s. was in the grip of the financial crisis at that time. since 1900, if the dow closes up on the day after the election, the market moves higher. 54% of the time over the next four years. if the dow closes down on that day, the market moves lower. 73% of the time over the next four years. all eyes on the closing bell that day. >> shartia brantley, thank you. people around the area watching votes come in throughout the d.c. area. plenty of watch parties both formal and not so formal. we found one at american university that filled three floors of people. celebrations of the president's win were not contained just to our country. this is the reaction in the kenyan village where president obama's late father was born. people there stayed up all night waiting for a winner to be delivered. the president's many gr, sgrand

sarah obama, also kept a close eye on the race. at age 91, she is still active and involved in helping orphans and the poor in kenya. and students of the president's former school in jakarta and indonesia erupted in tears when he was declared the winner. president obama went to school there for two years after moving to jakarta with his mother and stepfather in the third grade. students were allowed to take a break from their studies to watch the election results come in. the second to last state, nevada, went to president obama. this is a look at the nbc ice workers laying down the blue cover for the state. florida is the only state that has not been called at this point. >> the race there in florida extremely close at this hour. 97%, almost 100% of the precincts have reported in florida, but the difference is so small compared to what we have seen through the night in other states. they're still waiting to get something more definitive from the secretary of state of

florida before nbc news is ready to make a call on that race. >> and virginia a very important battleground state, also called early this morning with very differing counties, as we saw. northern virginia played a big role in parts of the area around richmond and hampton road made a difference for president obama. >> prince william county and loudoun county were the two sort of swing counties as people described it going into this race. they both pretty significantly went for president obama. so a lot of analysis we're going to see today of how the win happened and for mitt romney how the loss happened. you can expect that as we roll through the morning and on into the "today" show. it is 5:57 right now. ahead at 6:00 this morning on the president's night, the surprising name that was trending on twitter.
